FPA Update - What's Next?

Per State House News: 
The House on removed Rep. Daniel Cullinane from the small group negotiating a long-awaited health care compromise with the Senate as he will be leaving the legislature to pursue a lobbying position. The House named Rep. John Mahoney, a Worcester Democrat who chairs the Public Health Committee, to replace Cullinance on the conference panel.

As previously reported, the MCNP stand-alone bills for Full Practice Authority were sent to study in June but the Massachusetts Senate and House both passed healthcare reform bills that contain language for independent practice authority after a 2 -year period of supervised practice by either an MD or NP with independent practice authority.

The Massachusetts legislature suspended its rules for a 7/31/2020 deadline for the formal session so will continue to work until the end of the year to pass prioritized legislation.

The House and Senate bills, now named H.4916 and S.2796 respectively, have been sent to a conference committee to be reconciled into a single compromise bill.

Three members from each branch have been appointed to the conference committee:
House Conferees: Ron Mariano, Daniel Cullinane and Randy Hunt
Senate Conferees: Cindy Friedman, Julian Cyr and Dean Tran 

Based on feedback from our lobbying team, it appears unlikely that the conference committee will be meeting in August, so we are not expecting any action on a compromise bill this until September at the earliest. We will let you know if this changes.

The MCNP has submitted a letter to the Conference Committee members outlining the sections from each bill that we want retained, and our lobbying team will be following-up individually with the conferees. The fact that we have language in both bills puts us in a favorable position but we are not taking anything for granted and will continue to work behind the scenes to keep our language included in the final bill.
