MCNP Refiles Legislation for Full Practice Authority for NPs in MA

On January 20, 2017 the Massachusetts Coalition of Nurse Practitioners filed An Act to Contain Health Care Costs and Improve Access to Value Based Nurse Practitioner Care as Recommended by the IOM and FTC.
This is our third filing of legislation to modernize the statutes for nurse practitioners in Massachusetts, and we are committed to advancing this legislative agenda successfully. These changes are consistent with the recommendations cited in the Institute of Medicine's Future of Nursing Report and supported by the National Council of State Boards of Nursing, the Federal Trade Commission, the MA Health Policy Commission, as well as numerous other specialty organizations and businesses.
While the goals of our legislation remain the same, there have been many changes in our legislative team which will impact our efforts moving forward. After serving as the MCNP lobbyists for more than 15 years, Gloria Craven and Stacey Ober officially retired as of the first of the year. We are grateful for their years of dedicated service and for what they have done to help advance APN practice in Massachusetts.
During the month of December, Gloria and Stacey worked closely with the MCNP leadership team to conduct a search for a replacement lobbying firm. After a lengthy vetting process, the MCNP retained the services of Finneran Global Strategists and O'Neill and Associates. Under the leadership of former Massachusetts Speaker of the House, Tom Finneran, and seasoned Beacon Hill political operative, Matthew Irish; we are confident that these two firms will work well together and with their respective strengths help us successfully advance our legislative agenda.
We have continued support from Representative Paul Donato who along with Representative Kay Khan are the sponsors of our bill in the House, and Senator Marc Pacheco, who will serve as our bill sponsor in the Senate.
Given the priority of developing a strong working relationship with our new lobbyists, the MCNP and MANA's legislative leadership teams agreed that it would be in our best interest if we filed separately. Therefore, we did not re-file with the CRNAs, and this will be an NP-only bill this session. We thank our colleagues from the Massachusetts Association of Nurse Anesthetists for their tremendous efforts last session, wish them well as they advance their own CRNA legislation, and will continue to remain mutually supportive as able.
